I am a 3 year brow specialist amongst semi-permenant makeup, including eyeliner. I work with the Ombre Brow and the Nanoblading Technique. This is all done with machine, is it a tattoo? Yes and no. This technique gives it the illusion of makeup. Which is why it's only semi-permenant - it'll fade over the years. Normal tattoos last you forever.
